U.S. State Department and the OECD Lead Efforts at Semiconductor Network Meeting to Promote Global Supply Chain Resilience and Transparency

The OECD’s Semiconductor Informal Exchange Network held its seventh meeting in London on September 24-25, 2024, in coordination with the United Kingdom’s Department for Science, Innovation & Technology.  The meeting brought together global industry leaders, policymakers, and international organizations to address key challenges in the semiconductor sector.  Financed in part through the International Technology Security and Innovation Fund, established by the CHIPS Act of 2022, the 50-member Network plays a central role in supporting collaboration and building connections between like-minded economies.  The meeting focused on actionable steps to increase market transparency, enhance supply chain resilience, and address barriers to scaling new ventures within the industry.

The Network achieved several critical outcomes.  One key outcome is the development of a database that identifies key characteristics of the semiconductor ecosystem, which will help policymakers understand the geographic distribution of semiconductor manufacturing capacity and the interdependencies between companies and economies.  This analysis builds on the recently released taxonomy for semiconductor data collection , developed by the OECD under the Network’s auspices, and supports the Network’s goals by providing insights into how different factors influence global semiconductor supply chain dynamics.

The U.S. State Department’s leadership underscored its commitment to fostering international collaboration in the semiconductor space, with a focus on ensuring global supply chain security and innovation.  By promoting policies that encourage greater transparency and flexibility, the Department is helping to create a global semiconductor ecosystem in which industry is better able to respond to disruptions and adapt to technological advancements. The next meeting of the Network will take place in Panama City, Panama, in December 2024.
